H-E-B acquired the 10-acre property at the southeast corner of Hillcrest Road and 635 for a large H-E-B store.  It will replace a row of older office buildings fronting on LBJ.  The store will be about 127,000 square feet.  

Concerns expressed by neighborhood residents included: 
  • Traffic.  An H-E-B can attract over 6,000 customers a day.

  • Out of character with its surroundings.

  • The truck loading docks would be on Hillcrest Road.

 
The prospect of a long-awaited H-E-B store in Dallas clearly had a lot of momentum, and the requested Regional Retail zoning allows dozens of land uses that we would prefer to not have if H-E-B was to sell the property.  So rather than our association opposing the zoning, the Hillrest Forest board reached an agreement with H-E-B.  In return for extensive deed restrictions which will limit the height, establish a parking requirement, prohibit over 20 land uses, and limit potential apartment uses, we agreed that although our board would not support the zoning, we would not oppose it.  This was well-received at the City Council hearing, where H-E-B's request was approved by a 14-1 vote on December 10, 2025.

H-E-B also commited to moving quickly to construct a dedicated northbound right-turn lane from Hillcrest onto 635, visible on the site plan below.  This could make an immediate improvement.

Hillcrest Forest president Bruce Wilke spoke at the City Council hearing to say that our board would not oppose the re-zoning.  Council member Chad West complimented Hillcrest Forest's constructive approach (he voted against the first motion by City Council member Bill Roth, which was to deny the zoning).  Here's a one-minute video with his comments about our neighborhood association.
